Oil Spill Response Equipment Procurement in Thailand

Buying oil spill response equipment is a compliance obligation before it is a purchasing decision. For a Thai terminal, port, refinery or offshore operator, the question is not “which skimmer is best” — it is how much capability you are required to hold, how fast it must be in the water, and what evidence you will be asked for when someone audits it.

Most oil spill tenders in Thailand do not fail on price. They fail because the scope was written from a catalogue instead of from a scenario, because temporary storage was left out, or because the equipment arrived four months after the drill it was bought for. Start with the obligation, not the catalogue

Thailand is a party to the IMO OPRC Convention, and facilities handling petroleum and hazardous substances carry preparedness duties under the national framework and the Hazardous Substances Act. In practice that means a facility holds an oil spill contingency plan, and the equipment list falls out of that plan — not the other way round.

This matters for procurement because it fixes the burden of proof. An auditor does not ask whether you own a skimmer. They ask what your plan says you can recover, in what sea state, within what time, and then they ask you to show the equipment and the trained people that deliver it. A purchase that cannot be traced back to a line in the plan is hard to defend, and a plan that names capability you cannot demonstrate is worse than one that claims less.

So the first procurement task is not a budget. It is a gap analysis against the plan you already hold.

Decide the tier before you price anything

The tiered model is the cheapest decision you will make, and the one most often skipped.

  • Tier 1 — your own resources, deployed by your own people, in the first hours. Sized to the credible spill at your own berth or bund.
  • Tier 2 — regional or mutual-aid resources called in when Tier 1 is exceeded.
  • Tier 3 — national and international stockpiles for major incidents.

Most facility procurement in Thailand is Tier 1 equipment plus a written Tier 2 arrangement. Getting that split right is what keeps the budget sane: buying Tier 2 capability outright, for an event that may never come, is how budgets get spent on equipment that then sits in a container degrading in the sun.

The tier decides how much. The scenario — water body, current, oil type, response time — decides what type. Both belong in the tender document before any product is named.

What a Tier 1 holding actually contains

Buyers routinely tender for boom and a skimmer, then discover the gaps on the day of the drill. A defensible Tier 1 holding covers:

  • Containment boom sized to the frontage you must protect, with the correct freeboard and skirt for the water condition — plus connectors, tow bridles, anchors and mooring gear, which are routinely omitted.
  • Recovery — a skimmer matched to the oil you actually handle, with its power pack, hoses and pump. One skimmer head does not cover light diesel and weathered crude equally.
  • Temporary storage — the most under-budgeted item on almost every tender. Recovered liquid is mostly water, and it has to go somewhere before it can be decanted.
  • Sorbents and shoreline material for the residual work no skimmer will do.
  • Deployment means — workboat, crane or davit, plus the crew who are trained and available at night.
  • Transport and containerisation so the kit reaches the water in the time your plan claims.
  • PPE, decontamination and waste handling, including the route for contaminated material.

What actually drives the budget

Unit price is a poor predictor of total cost. The real drivers are:

  • Metres of boom, which follow from site frontage and current — not from a round number.
  • Encounter rate, not nameplate pump capacity. A skimmer rated at a high throughput on paper may recover very little in the current you actually have.
  • Storage volume, which frequently exceeds the cost of the skimmer itself.
  • Deployment craft and crew, which many tenders assume the operator already has.
  • Training and exercises, which are an operating cost, not a one-off.
  • The maintenance line from year two onward — boom fabric, hydraulic hoses and sorbent stock all age whether or not they are used.

If a bid looks unusually cheap, the difference is almost always in storage, ancillaries, or the assumption that you will supply the vessel.

Choosing the procurement route

Private operators generally buy direct against their own specification. State enterprises and government agencies run an e-bidding process against a TOR and a reference price. Both routes reward the same thing: a specification written so that bids are genuinely comparable.

Two practical points. First, a specification that can only be met by one manufacturer invites challenge and delay — write performance requirements and cite the standards the equipment must meet, rather than transcribing one brochure. Second, consumables such as sorbents and boom spares are better handled on a framework or rate contract than bought once in bulk, because they age in storage.

Lead times, the thing that wrecks schedules

This is the most common reason a compliant purchase still misses its date.

  • Sorbents, basic boom and PPE — typically weeks.
  • Skimmers, power packs and reels — longer, and dependent on configuration.
  • Engineered systems such as high-speed sweep arrangements, powered reel installations and workboat integrations — months, because they are built to order.
  • Certification and documentation packs, where class or type approval applies, sit on top of manufacturing time.
  • Sea freight from Europe plus Thai customs clearance adds a further block that is easy to forget in a schedule drawn backwards from an audit date.

Plan backwards from the drill or inspection the equipment must satisfy, not forward from the purchase order.

Evaluation criteria that make bids comparable

Ask every bidder for the same numbers, in the same units, and the comparison does itself:

  • Encounter or recovery rate at a stated current and oil viscosity — not a maximum pump figure.
  • Sweep width in metres and maximum effective tow speed in knots.
  • Reservoir or storage capacity in cubic metres.
  • Number of vessels and crew required to deploy.
  • Deployment time from stowed condition to operational.
  • The standards each item is tested or certified against.

The evidence to demand before payment

Specify the paperwork in the tender, not after delivery:

  • Test and material certificates for the items actually supplied, with identifiable serial or batch references.
  • Type or class approval documentation where the application requires it.
  • A factory or site acceptance test with agreed pass criteria.
  • Commissioning and a witnessed deployment, not a delivery note.
  • Training records for the people who will actually deploy the equipment.
  • A spares list with a stated availability period, and an O&M manual your operators can read — in Thai where the crew is Thai.

After award: the part that decides whether it works

Equipment that has never been deployed is an assumption, not a capability. Build the following into the contract rather than hoping for them later: a commissioning deployment on your own water; an annual inspection and maintenance regime with records an auditor can read; a replacement cycle for consumables; and a storage arrangement that protects fabric and hoses from UV, heat and vermin. Thailand’s climate is unkind to stored response equipment, and the monsoon does not wait for the equipment to be recertified.

Five procurement failures we see most

  1. Boom bought by length rather than by water condition. Conventional containment boom begins losing oil to entrainment at roughly 0.7 knots of relative current, which is why high-current sites need a sweep system rather than more boom.
  2. No temporary storage. Recovery stops when there is nowhere to put the liquid.
  3. A skimmer matched to the wrong oil. Viscosity, not brand, decides the head type.
  4. No deployment craft or trained crew in the scope, on the assumption the operator will provide both.
  5. No maintenance budget after year one, which is when the holding quietly stops being defensible.

Frequently asked questions

How much boom do we actually need?

It follows from the frontage you must protect, the current, and the response time in your plan — not from a standard package. The calculation is set out in our TOR specification guide.

Can we buy Tier 1 and rely on mutual aid for the rest?

Yes, and for most facilities that is the correct answer. What matters is that the Tier 2 arrangement is written, current, and names resources that genuinely exist and can reach you within the time your plan claims.

Do the manuals need to be in Thai?

If your responders are Thai, treat it as a requirement rather than a courtesy. Equipment that can only be operated by reading English under pressure at night is a documented risk, and auditors increasingly ask about it.
